If so, please have your toilet reviewed (by maintenance) for water leakage from the tank to the bowl. A rubber flapper connects them together and requires replacement over time.

Utility reimbursement is just that, reimbursement. Your landlord bills change monthly, quarterly, and even seasonally. Billing timely and "to the penny" is the only way to keep housing cost to a minimum.
